About eZakazky

eZakazky is an electronic tool for fully electronic communication in the placement of orders, public tenders and disposal of surplus assets. The electronic tool enables making an automated evaluation of bids through electronic auctions within electronic communication in the placement of orders. The electronic tool automatically sends notifications and warnings of each activity so that the stakeholders are kept informed of each activity within the order. The electronic tool creates complete electronic documentation for each order with a clear timeline and retains such documentation for the statutorily prescribed periods. The electronic tool is designed to ease all the stakeholders of administrative burdens and time constraints as well as to afford a new dimension of work comfort.

  1. The electronic tool enables electronic communication in the public procurement process in full compliance with the Public Procurement Act.
  2. It is an electronic tool for certified electronic auctions eAukcie3.0 and electronic auctions, which enables making automated evaluations of bids or carrying out different types of electronic auctions.
  3. The electronic tool enables setting up and running dynamic purchasing systems (DPS).
  4. The electronic tool enables the registration and opening of framework agreements with several bidders.
  5. The electronic tool enables electronic communication in the process of a public tender in accordance with Act 513/1991 Coll., the Commercial Code, offering the option of conducting different types of electronic auctions for the purchase and sale of surplus assets under Act No. 176/2004 Coll. on the Disposal of the Property of Public Institutions.

Electronic communication within the public procurement process

The electronic tool for electronic communication within the public procurement process under Section 20 of the Public Procurement Act contains the following modules:

Electronic awarding of contracts - all the procedures within the public procurement process - market research to establish an estimated contract value, low-value contracts with complete templates for public procurement documentation, below-threshold and above-threshold contracts.

Possibility to implement all contract award procedures in public procurement:

  1. Above-threshold contracts – public tenders, restricted procedures, negotiated procedures with prior publication, competitive dialogue, innovative partnership, concessions, design contests, direct negotiation procedure
  2. Below-threshold contracts – below-threshold contracts, direct negotiation procedure
  3. Low-value contracts – with an automatic invitation to bid and complete low-value contract documentation templates
  4. Market research – to establish an estimated contract value.
  5. Certified electronic auctions and electronic auctions
  6. Certified electronic auction – an electronic tool for automated bid evaluation certified by the Public Procurement Office under Section 1151 of the Public Procurement Act
  7. Electronic auction – the option of using the electronic tool for the automated evaluation of bids within a public tender and market research

Electronic tool for automated bid evaluation certified by the Public Procurement Office under the Public Procurement Act with the following functionalities: 

  • automatic creation of a call for participation in an electronic auction
  • sending a call for participation in an electronic auction to bidders and eligible persons
  • the option of evaluating the auction as a whole or in parts
  • the option of carrying out an electronic auction using multiple criteria for bid evaluation
  • the option of entering auction and non-auction criteria with automatic ranking
  • the option of entering an unlimited number of items of the subject of the contract into an electronic auction or the entire Bill of Quantities with thousands of items
  • the option of setting the duration of an electronic auction and automatic extension
  • setting the minimum and maximum bid reduction/increase in two formats - as a number or as % of a bid - the tool will not allow you to make a change if the entered value is inconsistent with the setting or the system notifies the bidder that the entered value is inconsistent with the setting
  • the option of importing electronic auction items
  • notifying the bidder if the bid is entered incorrectly
  • automatic identification of extraordinarily low bids in the individual bid items priced
  • the option of entering the weighting of criteria in points or in percentage
  • the option of using different types of evaluation criteria (price, time, quantity, etc.)
  • a detailed report on the course of an electronic auction with the possibility for the auction administrator to download reports
  • the option of selecting items in a report
  • the possibility to choose report formats, at least in the *xls, *xlsx and *pdf formats.

Dynamic purchasing systems ("DPS"):

The electronic tool enables full electronic communication in the setting up and running of dynamic purchasing systems (DNS) under Sections 58 to 61 of the Public Procurement Act. After the DPS has been set up, the electronic tool allows for particular orders to be placed for the estimated DNS value by the automated generation of an invitation to bid with an automatic overview of all DNS orders, including updates to the DNS value after placing the orders.

Reopening of Framework Agreements ("FA"):

The electronic tool enables keeping records of framework agreements with the option of reopening them, which have resulted from any of the contract award procedures under the Public Procurement Act. The electronic tool allows for each recorded FA to be reopened during the period of its effectiveness, thus placing orders with entities which are parties to FA, with the automated generation of an invitation to bid with an automatic overview of all the contracts placed under FA, including updates to the FA value after placing the orders. 

The resultant financial value of the FA will automatically be reduced by each contract award.

Public tender:

Electronic tool for electronic communication within the public tender process pursuant to Sections 281 to 288 of Act No. 513/1991 Coll., the Commercial Code, with the option of carrying out different types of electronic auctions for the purchase and sale of assets.

  • Functionalities - contract settings which are not subject to the Public Procurement Act within the process of a public tender under Act No. 513/1991 Coll. of the Commercial Code.
  • The option of also using the module for contracts covered by the exemption under Section 1 of the Public Procurement Act, or disposal of unnecessary assets in accordance with Act No. 176/2004 Coll. on the Disposal of the Property of Public Institutions.

Within the process of a public tender, the electronic tool enables securing electronic communication and carrying out an electronic auction - the option of using the electronic tool for the automated evaluation of bids within a public tender.
